Steve Boms

President and founder of Allon Advocacy, LLC, has two decades of experience working inside government, public and private companies, trade organizations, and the technology industry, and assists organizations as they engage with policymakers in Washington, across the country, and around the world. Steve has spent his career focused on complex financial services public policy issues, having worked in the United States Congress on the committee with jurisdiction over banking issues. He has led advocacy efforts and public policy teams globally for equity options exchanges, large U.S.-based financial institutions, and leading fintech firms. A recognized expert in the partnership between financial technology and public policy, Steve has testified before the United States Senate, the Senate of Canada, and the Organisation for Economic Cooperation and Development regarding financial services and technology.

In addition to working directly with Allon Advocacy’s clients, he is a frequent conference panelist and his perspective is frequently solicited by reporters on the technology, financial services, and regulatory beats.

Steve is also the Executive Director of the Financial Data and Technology Association (FDATA) of North America, an organization that is part of a global initiative to support the delivery of open banking across the world.

Rebecca Mulholland

Senior Policy Advisor, consults with the firm’s clients on federal policy, political implications and developments, and key relevant policy and regulatory issues in the financial services and financial technology spaces in the United States and around the world. In her role, Rebecca leads the firm’s legislative work on issues ranging from open banking and consumer permissioned data access, financial data privacy and competition, small business lending, access to the private markets, and consumer debt settlement.

Rebecca works directly with key members of the United States House of Representatives’ Committees on Financial Services, Small Business, and Energy and Commerce as well as with the United States Senate Banking and Small Business Committees to advance these efforts.

Rebecca also collaborates frequently with U.S. financial regulators, including the Consumer Financial Protection Bureau and the Securities and Exchange Commission, and international markets to embrace a competitive financial services ecosystem.

Laine Williams Headshot

Laine Williams

Communications and Policy Analyst, joined Allon following time as a Public Policy Analyst at Venable, LLP. During her time at Venable, she demonstrated exceptional proficiency in analyzing privacy laws and regulations at the international, federal, and state levels, with a specific emphasis on monitoring frequently evolving privacy statutes.

Laine’s expertise extends to preparing tech clients for congressional testimony and annotating key policy changes from congressional and regulatory hearings. Her prior work includes impactful roles at the Brookings Institution, where she managed social media and drafted press materials, as well as the Progressive Policy Institute, where she synthesized policy publications and drove a notable increase in social media engagement. ​

During her tenure with U.S. Senator Tammy Duckworth (D-IL), Laine produced daily press summaries and managed social media engagement. Laine is a graduate of The George Washington University, holding a Bachelor of Arts in Political Science with Summa Cum Laude honors.

Layne Dillon

Administrative Assistant, joined Allon after spending five years in Richmond immersed in Virginia politics and policy. He served two governors and later worked on the Virginia House of Delegate’s Labor and Commerce Committee as well as in the Virginia Senate. Prior to his tenure in state government, Layne worked for Amnesty International USA in Washington, D.C.
